Recommendations

  • Citi India's consumer business went to Axis Bank (Citi: 'transferred ownership of its consumer banking business to Axis Bank'). Former Citi retail customers should treat Axis Bank (IFSC prefix UTIB) as their AD bank and follow Axis's EDF process; old CITI0 IFSCs on migrated accounts may persist, so map by account owner, not only IFSC prefix.
  • Freelancers do not file EDFs with Citi. Citi appears only as the AD/FIRA issuer behind PayPal (custom FIRA). Keep the Citi-issued FIRA as realisation evidence and file the EDF with your own bank.
  • Citi's July 2026 policy states third-party payments for service exports are 'Not permitted' (institutional clients).

The bank's export policy (FEMA 23(R)/2026, Reg. 19 disclosure)

  • Ask your branch or relationship manager how it wants the monthly EDF for services. Most banks take it at the branch or through the relationship manager; business customers may be able to use a trade portal.
  • Ask whether it accepts PAN when you don't have an IEC.
  • Take the printed EDF, the covering letter, copies of the invoices and any FIRA / e-FIRC.
  • Your bank must publish its export policy on its website (Reg. 19). Look for "export" or "FEMA" policy documents there.
