- 30 days from end of invoice month; single EDF per month allowed. The AD Branch may extend submission by 6 months on a reasoned request; further extension by the CHCAC/CBB/MCB/LCB/ELCB head (AGM and above). EDPMS entry within 5 working days. Cross-border transactions are processed same day if received by 4:00 PM, else T+1.
- Charges
- Per policy: charges as per L&A Circular 207/2021 as amended; no penalty for regulatory delay. The public forex schedule (PDF dated Nov 2021) has no services-EDF line; EDF waiver certificate is INR 500. Current services-EDF charge not found.
- FIRA / FIRC
- e-FIRC issuance INR 500 flat (Nov 2021 schedule; inward remittances other than exports); FIRC on letterhead INR 250. Inward remittance commission INR 100 (up to INR 10 lakh) / INR 250 (above). TFC Delhi reports e-FIRC to EDPMS.
- Declaring the purpose code
- All inward remittances are routed through International Service Branch (ISB) New Delhi, the centralised nodal office. Some processing happens at the AD branch or TFC together with ISB. The policy lets the bank put in place straight-through credit for individual residents. FC inwards up to USD 10,000 (USD 20,000 for individual accounts) may be converted immediately if all information is available. The public purpose-declaration form for services was not found.
Recommendations
- Submit the monthly EDF at a PNB AD branch, which uploads it to EDPMS. If your branch is not an AD branch, ask it for the mapped AD branch.
- If you need more time, request an extension before the 30-day deadline. The AD branch can grant up to 6 months.
- Use the GTFC email for your region (e.g. cbotf@pnb.bank.in for Delhi) for escalation. For appeals: GM-IBD, ibd@pnb.co.in.
- For PA/platform payouts that arrive as domestic INR credits (Wise/Skydo/Razorpay/Payoneer/PayPal), keep the provider's FIRA/e-FIRC and ask the bank how it wants them mapped to the EDF; no bank in this group publishes a rule for this.
